The Negreira case began its investigations in 2022, and later was officially announced publicly in 2023. The Negreira case was widely discussed when it was announced, and different fan bases from different teams, essentially from Real Madrid, have been debating with “Barça” fans whether FC Barcelona is guilty or not. But many people possess little to no information about it, nor do they know what has occurred ever since. Is FC Barcelona guilty or not?
What is the Negreira case?
The Negreira case is about the investigations of payments that FC Barcelona issued to the CTA (Comité Técnico de Árbitros) between the years 2001 and 2018. FC Barcelona issued an estimated amount of 8.4 million euros to the CTA, which would be the equivalent of around 10 million USD. These payments were received by the Vice President of the CTA, José María Enríquez Negreira, who was a professional referee from 1977 to 1992 and vice president of CTA from 1994 to 2018. The main reason why FC Barcelona is being accused of sportive corruption, which is when a sports club seeks to be favored in matches by referees through payments, is because supposedly the payments were made with the intention of bribery.

What Punishments Could FC Barcelona Face if Proven Guilty?
If FC Barcelona was proven guilty in the case, the club would theoretically face a fine that could double or triple the money that was originally paid to the CTA and vice president, and it could also face disqualification from all competitions in Spain, which include; La Liga, Copa del Rey, and Supercopa de España.
According to Alberto P. Sierra, while UEFA would most likely not take any actions for the reason that “such serious offences can only be punished for up to three years after they are deemed to have taken place.” The payments to Negreira and CTA ended eight years ago in 2018. But being banned from La Liga, Copa del Rey, and Supercopa de España would be enough to cause the club’s “extinction,” according to Jesús García Bueno and other sources from the Spanish newspaper El País in 2023.
However, this would be very unlikely to happen for many reasons. One reason is FC Barcelona’s relevance in the sport. As it’s very well known, FC Barcelona greatly contributes to La Liga’s economy by being the team that averages the most views with 1.582 million viewers per match. Another reason is “economic and social consequences,” according to Diario AS in 2025, which basically means that players, coaches, staff members, president, and the rest of workers would be critically affected by losing their jobs. So if the club turns out to be guilty, they would most likely just face a high fine.

How is The Case Going?
In the present, the case is still ongoing. The momentarily removed President Joan Laporta and ex-manager Ernesto Valverde were called up to testify about the Negreira case, according to a 2025 report by Bein Sports.
There isn’t any compelling evidence that truly advocates FC Barcelona’s corruption. However, there also isn’t enough evidence to fully demonstrate FC Barcelona’s innocence. But that does not mean things are 50/50 from a logically legal perspective, meaning that the presented evidence in the case either puts FC Barcelona in a position of being closer to being proven innocent or guilty.
Is FC Barcelona More Close to Being Proven Innocent than Guilty?
Based on information from the journalist Miguel Ángel Galán Castellanos, a Spanish sports lawyer, president of CENAFE, Centro Nacional de Formación de Entrenadores de Futbol, and president of the Association for Transparency and Democracy in Sport, FC Barcelona appears to be innocent.
“There is no existing sportive crime in the Negreira case” says Galán. Even though it is true that payments to a committee of referees seems suspicious, in FC Barcelona’s case the investigated facts do not fit in the sportive crime from article “286 bis 4 del Código Penal” which says: “Any manager, administrator, employee, or collaborator of a commercial enterprise or company who, directly or through an intermediary, receives, requests, or accepts an unjustified benefit or advantage of any kind, or an offer or promise to obtain one, for themselves or for a third party, as consideration for improperly favoring another in the acquisition or sale of goods, or in the contracting of services, or in commercial relations, shall be punished with a prison sentence of six months to four years.” This implies that FC Barcelona is being accused of bribery based only on rumors, as there is no real evidence that proves any sportive corruption.

Of course, just the fact that the payments were issued should not be ignored. But again, there is no real proof or indications that point to specific referees being bribed or specific instructions being given to them or specific matches being bribed either. The CTA has no evidence that they were bribed to favor FC Barcelona.
However, a great part of the evidence leads to another possible outcome, which is disloyal administration. Disloyal administration in this context means that those in charge, the people who were trusted with FC Barcelona’s money, used the club’s own money against the club’s will. Putting it in a simple perspective, people in charge of FC Barcelona’s money issued unnecessary payments to the CTA without caring about what the club’s owners say, which are the fans (only those with official memberships). Therefore, if disloyal administration is proven, former presidents Joan Laporta, Sandro Rosell, and Josep Maria Bartomeu are guilty, not FC Barcelona’s constitution. Although, this would not necessarily mean that all three presidents are guilty; it could just be one of them. Also, as long as there isn’t any irrefutable evidence that proves FC Barcelona or the former presidents to be guilty, the club and its former presidents maintain their presumption of innocence.
Then, Why Did FC Barcelona Issue 8.4 Million Euros to the CTA?
FC Barcelona’s legal defense said that the reason why 8.4 million euros were paid to the CTA was to get reports from the referees in order to know how they think on the pitch and the types of calls they tend to make. However, disloyal administration still needs to be taken into account. Which again, if proven right, one or more of the former presidents would be guilty.
There are other rumors that say the payments were made to assure that all matches were fair. Other rumors are that some people were taking “micro” transactions from FC Barcelona’s payments for personal use over those 17 years of the Negreira payments, meaning that some people from inside the club might have not noticed these transactions. However, these explanations are extremely unlikely, as it’s already been said by FC Barcelona’s legal defense that the payments were made to get referee reports and also because they come from not very reliable resources.

Therefore, What is Going to Happen?
As previously stated, the case is ongoing. Despite the evidence that has been presented, whether against or in FC Barcelona’s favor, the Judge Alejandra Gil Lima has not yet made a final decision. As it stands for now, the case still remains a “mystery.” The most recent news is that Real Madrid sent UEFA a petition to sanction FC Barcelona for the Negreira case. But Galán posted via X that it wouldn’t be possible due to UEFA’s rule on the statute of limitations in this type of case.
People are still waiting for a final testimony. Some still argue that “Barça” shall be punished, others say that they are simply innocent, and others suggest that FC Barcelona is the true victim of this case. People’s opinion about the case may vary. Bryan Carreno, a sophomore student at Casa Grande, said that he “doesn’t believe that [FC Barcelona is] guilty.” However, others may argue otherwise.
